All watercraft shall proceed at a moderate speed and except as provided elsewhere in this chapter it shall be unlawful for any person to operate any watercraft at a speed in excess of seven knots within 200 yards of any shoreline, pier, restricted area or shore installation, except aircraft in the process of taking off or landing.
