The franchise shall not become effective unless and until the applicant files a written acceptance thereof with the city clerk in the form approved by the office of the city attorney within the time frame specified in the franchise ordinance. Upon written acceptance, the franchise ordinance shall be deemed to constitute a contract between the franchisee and the city. [Ord. 2018-09-015 § 1].
