With the exception of the determination of the preliminary assessment reimbursement area and preliminary assessment as provided by BMC 14.02.070, a developer or owner of record of property located within the assessment reimbursement area may appeal the interpretation, implementation, and/or decisions of the public works department concerning any aspect of this chapter to the hearing examiner as provided by BMC 2.56.050(B)(7). The appeal must be filed within 20 days of the date of the action or decision being appealed.
