State pretreatment standards and requirements, contained in Chapter 173-216 WAC, were developed under authority of the Water Pollution Control Act, Chapter 90.48 RCW, and are hereby incorporated by reference. State requirements and limitations on discharges to the POTW shall be met by all users who are subject to such requirements and limitations whenever they are more stringent than the federal or local pretreatment standards and requirements.
