A. Existing sources and existing users shall comply with applicable categorical pretreatment standards and local limits within the shortest time feasible, not to exceed three years from the effective date of the applicable standard or limit or such shorter compliance time as may be specified in the applicable standard or limit. The director may specify compliance deadlines, consistent with the previous sentence, in any wastewater discharge permit or conditional discharge authorization letter.

B. New sources and new users shall comply with applicable pretreatment standards within the shortest time feasible, not to exceed 90 days from the beginning of discharge or such shorter time period as may be imposed in a wastewater discharge permit or conditional discharge authorization letter. New sources and new users shall install, have in operating condition, and start up all pretreatment equipment required to meet applicable pretreatment standards before beginning to discharge.
