A. All pollutant analyses, including sampling techniques, shall be performed in accordance with the techniques prescribed in 40 CFR Part 136, unless otherwise specified in an applicable categorical pretreatment standard, or approved by the director. If 40 CFR Part 136 does not contain sampling or analytical techniques for the pollutant in question, sampling and analyses must be performed in accordance with procedures approved by the EPA.

B. All analyses performed to establish compliance and used in compliance reporting shall be performed by a laboratory registered or accredited under the provisions of Chapter 173-50 WAC, except for flow, temperature, settleable solids, conductivity, pH, turbidity, and internal process control parameters. However, if the laboratory analyzing samples for conductivity, pH, and turbidity must otherwise be accredited, it shall be accredited for these parameters as well.

C. To ensure that the reported data is valid for determining compliance with requirements, all data shall have a reporting limit no greater than 25 percent of the regulatory limit included in this chapter or applicable state or federal regulation (e.g., for lead, with a local limit of 1.5 mg/L, the reporting limit shall be no greater than 0.38 mg/L).
