A. A director of planning and community development shall be appointed by the mayor pursuant to the City Charter, who shall be exempt from civil service. The director shall be responsible for supervising the activities of the department and representing the office before governmental officials and the public. The director shall submit written annual reports to the mayor and each council member pertaining to the activities in the department of planning and community development.

B. The director shall appoint, remove and supervise all staff of the department. The building official, economic development officer, community development block grant administrator, housing program manager, planners, and project managers, are positions which shall not be included in classified civil service.
