There is created an administrative department of the city known as the public works department, which shall be under the supervision of the director of public works who shall have the responsibilities and duties of the maintenance and operation of the plants, streets, and services to the city, including, but not limited to:

A. The maintenance of all streets accepted for maintenance by the city and all sewers and facilities concerned solely with the stormwaters of the city;

B. The maintenance and operation of the municipal water system of the city, including sources, treatment, and distribution, both within and without the city;

C. The maintenance and operation of the municipal sanitary sewer system, including collection, treatment, and disposal both within and without the city;

D. The maintenance and operation of the municipal solid waste disposal service;

E. The maintenance of the street lights; name signs; signal lights and regulatory signs, stripes, and marks along the public ways of the city;

F. The coordination of items set forth in subsections (A) through (E) of this section, plus private utilities activities and construction to minimize public disruption and inconvenience in all streets, rights-of-way, and easements;

G. The establishment and direction, at the discretion of the director, of a pool of laborers, operators, and craftsmen, and appropriate tools and equipment necessary to implement the powers and duties set forth in this section;

H. The supervision and/or inspection of the construction of the various improvements to the public works, streets, and plants of the city.

I. The establishment of, and supervision over, parking enforcement officers within the public works department, authorized to enforce the city’s noncriminal parking regulations in BMC Title 11, including the issuance of citations for civil infractions established therein and the impoundment of vehicles authorized under BMC 11.18.020. Said officers shall be considered “citing officers” as defined in IRLJ 1.2(j). [Ord. 2023-02-003 § 1; Ord. 9375 § 5, 1984; Ord. 8485 § 1(A), 1976; Code 1980 at §§ 1.70.010, 1.70.020].
