In order to carry out the purposes of this chapter:

A. Upon initial appointment of the advisory board, its members shall, by majority vote, elect a chairperson and vice chairperson to preside at its meetings, and a secretary who shall have charge of all records of the advisory board, and who shall keep accurate and complete minutes of all meetings of the advisory board. After the initial election of officers, officers shall be selected by the members of the advisory board during the first quarter of the year.

B. A majority of the appointed members at the time of any meeting shall constitute a quorum for the transaction of business or to approve any action.

C. Regular meetings of the advisory board shall be held at least nine times each year, at a place within the city selected by the advisory board. Special meetings may be held as often as the chairperson or a majority of the advisory board shall deem necessary.

D. The advisory board shall establish bylaws to govern the conduct of its business, and shall fix therein the dates on which it shall meet, the location of such meeting, and the method by which special meetings shall be called, in accordance with the requirements of state law.
