Upon the written request of any appointing officer or head of department for legal representation in connection with any civil service commission hearing where charges have been brought by such officer or head of department against an employee of his department, directed to the mayor of the city, the mayor may, at his option, appoint a qualified member of the Washington State Bar, or direct the city attorney to perform such duty in representing said appointing officer or head of department in connection with such civil service hearing; and funds shall be provided to pay the reasonable costs for such services.
