The finance director shall charge and collect in advance the costs of advertising and all incidental expenses connected with any proceeding, resolution, or ordinance for franchise; vacation of streets, alleys, or plats; and all items of expense connected with any proceeding of the city and incurred on behalf of or at the request of individuals and not of a general public nature.

All such moneys so collected shall be paid into the city treasury in the manner provided by charter. [Code 1980 at § 1.32.040].
