It is unlawful for any owner, manager, or any other person in charge of any continuous performance, amusement, or contest to allow or permit any person or persons either as participants or otherwise to engage in or conduct a continuous performance, amusement, or contest within the limits of the city to which any admission, prize, or other emolument is charged or allowed either directly or indirectly.
