It is the purpose of this chapter to regulate adult entertainment businesses and related activities to promote the health, safety, morals and welfare of the citizens of the city of Bellingham, and to establish reasonable and uniform regulations to prevent the deleterious secondary effects of these businesses on the community. It is not the intent of this chapter to impose any limitation or restriction on the content of any communicative materials nor to restrict or deny access by adults to adult entertainment protected by the State or Federal Constitutions, or to deny access of the distributors and exhibitors of adult entertainment to the market, nor is it the intent of this chapter to condone or legitimize the distribution of obscene materials.
