The public corporation shall, at any time during normal business hours and as often as the mayor, the city finance director or the State Auditor deem necessary, make available to the mayor, the city finance director and the State Auditor for examination all of its financial records, and shall permit the mayor, city finance director and State Auditor to audit, examine and make excerpts or transcripts from such records, and to make audits of all contracts, invoices, materials, payrolls, records of personnel, conditions of employment and other data relating to all the aforesaid matters.
