Any person who violates or fails to comply with any provision of this chapter or any lawful order or direction of the chief of police or any person or officer charged with the enforcement thereof shall, on conviction thereof, be guilty of a misdemeanor and shall be punished by a fine in any sum not exceeding $1,000, or by imprisonment not to exceed 90 days, or both such fine and imprisonment.
