The provisions of this chapter shall be applicable to all vessels, watercraft, and persons in or upon waters under the jurisdiction of the city as set forth in RCW 35.21.160, other than in the harbor area; provided, that nothing in this chapter shall be construed as permitting the operation of any type of vessel or watercraft on a body of water where the operation of the same is otherwise prohibited by law. It shall be the duty of the police department to enforce the provisions of this chapter. The provisions of this chapter shall be construed to supplement United States and state laws and regulations regarding the same subject matter when not inconsistent therewith.
