If 50 percent or more of the abutting property owners (based on the total number of owners who abut the subject right-of-way) file written objections to a city council-initiated vacation with the city clerk or planning department prior to the time of hearing, then the city shall be prohibited from proceeding with the public hearing or approving the vacation.
