Owners of driveways affected by a driveway improvement plan finalized by the hearing examiner shall bear such costs of improvements as the hearing examiner shall direct; and shall do such other things to improve driveway access to their parcels as shall be required by the city council, and shall ensure that such work is inspected by and approved by the public works department.
