Whenever an established driveway providing access to an arterial street is abandoned, or ceases to be used as a driveway, the owner of the parcel to which the driveway provides access shall take such measures, including the reconstruction of curbing and sidewalks or the provision of barriers, as shall close the driveway to vehicular traffic.
