Pursuant to the authority conferred in Chapters 35.72 and 35.91 RCW, the purpose of this chapter is to encourage private and public construction of municipal street and utility system improvements by providing means for the recovery of the costs of installation through a charge to later users of the improvements who did not contribute to the costs thereof.
