This chapter is intended to apply to all street system improvements and all utility system improvements where the construction of such improvements is the result of city ordinances that require such improvements as a prerequisite to property development. Street system improvements constructed in order to comply with the city of Bellingham land division ordinance, zoning code, comprehensive plan and Chapter 13.08 BMC are hereby declared to be prerequisites to further property development for the purpose of this chapter.
