The authority and responsibility for administration of this chapter is vested in the department of public works or its successor agency. The other departments of the city, particularly its departments of planning and community development, parks and recreation, and building code administration, are directed to cooperate with, and assist, the director of public works in the carrying out of his responsibilities under this chapter.
