There is created in the department of administrative services, a division of personnel services, which shall be under the supervision of the personnel manager, who shall be exempt from civil service, and appointed by the director of administrative services with the approval of the mayor.

The personnel manager shall have the duties and responsibilities as follows:

A. Coordinate and direct the personnel program of the city;

B. Provide a liaison function between management and the civil service commission;

C. Provide technical support to the management labor negotiating team, including, but not limited to, the collection, organization and maintenance of data, and such contract administration functions as assigned by the director of administrative services;

D. To research, organize, and implement personnel programs in such areas as personnel orientation and training, job description analysis and employee performance evaluation;

E. To develop an “affirmative action” program to assure that discriminatory employment practices are avoided;

F. Supervise the personnel division;

G. Perform such other personnel functions as assigned by the director of administrative services.

The personnel analyst(s) designated as civil service coordinator and/or chief examiner, and the civil service commission’s recording secretary, shall be exempt from civil service; provided, that removal shall be approved by the civil service commission pursuant to rules of the commission; and provided further, that any proceedings regarding removal shall be closed to the public.
