The purpose of this chapter is to allow and establish a review process for the location, siting, and operation of temporary shelters for people experiencing homelessness. These regulations are intended to protect public health and safety by requiring safe operations of the shelters for both the shelter guests and the broader community. Temporary shelters include temporary building encampments, temporary tent encampments, temporary safe parking areas, and temporary tiny house encampments.
