Regulations specified within this chapter shall apply to subareas, overlay districts and other zoning districts or areas established by the city to implement the requirements of the Growth Management Act and the Bellingham comprehensive plan. Should the provisions of this chapter conflict with any other provision of the BMC, except the critical areas ordinance, the shoreline master program, and the stormwater regulations, the provisions of this chapter shall apply.
