A. There is created a department of planning and community development which shall be under the supervision of the director of planning and community development who shall have the following responsibilities, including, but not limited to:

1. Advising the mayor and city council regarding the comprehensive plan, conducting planning studies, administering the zoning ordinance and providing staff support to the planning and development commission and the board of adjustment;

2. Administering the Federal Department of Housing and Urban Development Block Grant Program and related activities;

3. Carrying out a housing rehabilitation program funded through state, federal or local programs for single-family or multiple unit housing rehabilitation, and preparing annual goals for assisted housing within the city;

4. Assisting the finance director in coordinating the disposition of surplus real property;

5. Administering such capital improvement projects as are assigned to it by the mayor exclusive of projects or portions of projects relating to streets and utilities which shall be administered by the public works department;

6. Preparing, submitting, and managing grants and loans related to planning.

B. Department functions are authorized pursuant to Article XI, Sections 10 and 11 of the State Constitution and not enabling legislation of the state of Washington. [Ord. 10225 § 2, 1991; Ord. 9402 § 1, 1984; Ord. 9352 § 1, 1984].
