The advisory board shall consist of no more than 15 members, appointed by the mayor, who shall serve without compensation. No member of the advisory board shall be employed by the city.

A. In selecting members of the advisory board, the mayor shall take the following factors into consideration:

1. One or more members shall have professional or business expertise in the financing, construction, or marketing of housing, and one or more members shall have background and experience in advocacy for low and moderate income housing concerns, tenant issues, social service needs, or housing consumers in general; and

2. Low income, diverse population, elderly and other social welfare interests shall be represented as available; and

3. At least one member shall be appointed from each of the wards of the city, to achieve geographical diversity; and

4. One member shall be a member of the Bellingham housing authority board or staff, and shall serve with no term restrictions; and

5. To the extent possible and consistent with the provisions hereof, the mayor shall, for the initial membership of the advisory board, appoint persons presently serving on the community development advisory committee.

B. The advisory board, city staff, and others may recommend individuals for membership on the board. These recommendations shall be presented to the mayor. All members shall be appointed by the mayor and shall serve three-year terms unless they resign or are removed, with the exception of the Bellingham housing authority member.

C. Vacancies in the advisory board shall be filled in the same manner as the original appointment, with the replacement member filling the remainder of the unexpired term. Members may be removed from the advisory board after two consecutive unexcused absences from regular meetings. The chairperson shall determine acceptable excuses.

D. Members of the advisory board should generally serve for no more than two consecutive terms. [Ord. 2018-03-006 § 7; Ord. 2007-10-083; Ord. 10320, 1992; Ord. 8692 § 2, 1978].
