The public works director may suspend a contractor’s qualification to bid future public works projects for a period of one year based upon a written finding that the contractor has failed, without reasonable justification, to comply with applicable apprenticeship utilization requirements on two or more projects. The suspension shall apply to all city-owned public works projects, including projects funded with federal, state, and/or local funds. [Ord. 2021-03-007].
