When a certificate of inspection is required for a specified residential housing unit under this chapter and a valid certificate of inspection has not been provided to the city, the director is authorized to notify the owner or landlord that until a valid certificate of inspection is provided to the city, it is unlawful to rent or to allow a tenant to continue to occupy the residential housing unit. It shall be unlawful to rent or allow a tenant to occupy or continue to occupy such unit until the property owner submits a valid certificate of inspection and the director issues a registration for the unit.
