No teen dance or teen dance hall shall be conducted, operated, or otherwise open to the public between the hours of 1:00 a.m. and 8:00 a.m.; and the exclusion or attempted exclusion during those seven hours of persons under 18 years of age shall not relieve any person operating, maintaining or conducting such a dance or dance hall from this prohibition.
